Question: What is your position on H.R. 1161, the Community Alcohol Regulatory Effectiveness Act of 2010?
Answer: The intent of H.R. 1161 is to clarify that states have the primary authority to regulate alcohol sales. However, I have serious concerns that this legislation may make it more difficult for small wineries to deliver or ship wine directly to their out-of-state customers.
Small wineries are responsible for many of the jobs and economic development in California. Although I continue to work with states to find ways to keep alcohol away from children, I cannot support H.R. 1161 in its present form.
